What is the Setoff Debt Program?

The Setoff Debt program was authorized by the Setoff Debt Collection Act, which is South Carolina State Law, Title 12, Chapter 56 and Beaufort County Council. The Act allows for various kinds of debt to be submitted for satisfaction, or payment, by garnishing the property owner's South Carolina State income tax refund.
